10:45 – 11:15: ARGOS: taking ATM to the next level with automation
Description By 2030, when air traffic has potentially increased by more than 20% compared with today’s traffic, MUAC’s ambition is to safely handle that traffic with the same number of controllers as today. In order to achieve this, automation is key. Controllers should focus on the real, challenging work, do what they are best at, and leave the routine work to the machine.In this context, MUAC’s automation strategy contains the following two objectives:
Automated decision-making and execution support in complex tactical scenarios;
Fully automated separation assurance in basic tactical scenarios.
The ATC Real Ground-breaking Operational System (ARGOS) is the key system in progressing towards achieving these objectives. ARGOS will issue the necessary operational clearances to safely handle basic traffic situations, and to aid the controller in handling complex traffic situations. ARGOS is also used in training to act as feeding sector in the ATC simulator, and as actor/assistant in controller self-training.

Description: Following an introductory speech, during which Salvatore Sciacchitano will provide ICAO perspectives on sustainability, Henrik Hololei will address the EU initiatives with reference to the Fit for 55 package and his views about a sustainable aviation. His intervention will be followed by a panel introduced by Raul Medina and focused on how we can harvest the 10% excess emission from inefficient navigation, with Research-Deployment-Operations perspectives.

13:45 – 14:15: Paving the way for ATM evolution: EASA specifications
Description EASA has proposed with Opinion No 01-2023 to streamline the certification of ATM/ANS equipment, paving the way for a much-needed evolution of ATM technology in Europe. The driving principle is the essential need to have a single and mutually recognised attestation of compliance of ATM/ANS equipment. This will enable a functional and efficient EU market for this equipment. The new framework also recognises the essential role and responsibility of the manufacturing industry in bringing solutions to the market that are fit for purpose and meet the required level of operational performance. The detailed specifications enabling the attestation will be produced in the coming months (Subtask 3 of the RMT.0161). These are the key to unlocking all the aimed benefits of the new framework. EASA is engaging with industry at large to develop their content and will publicly consult them in Q2 this year

Description: This panel will propose a policy discussion on one of the most important upcoming decisions related to CNS deployment, focused on Communication. Description With the advent of the unveiling fourth industrial revolution, AI is poised to play a major role in the aviation industry. Description With the applicability of the U-space framework, and the publication of the related Acceptable Means of Compliance and Guidance Material, the conditions are set to enable to start of a harmonised rollout of U-space across Europe. The European Commission will first introduce the Drone strategy 2.0 and then the discussion will focus on airspace integration. "As most of you know, we have been entrusted with the setup and coordination of the DLS Recovery Plan and Implementation Strategy a few years ago. In cooperation with the EUROCONTROL Network Manager, we worked on transitional solutions and helped ANSPs and #Airlines to get DLS implemented as fast as possible and make sure they could start using it in their daily operations.
But – in parallel with that – we also focused on defining a strategy for the medium and longer term, and today marks an essential step in the rollout of this strategy.
The setup of a sole ATS Common Datalink Service governance and procurement action was part of the strategy that we designed, and – with today’s launch – I truly believe that we are all making a remarkable step forward for a defragmented and efficient #European Sky.
An improved Datalink Service provision is such an important step for the #SESAR vision and #Aviation in Europe: with no Datalink in place and effectively used, there is no Initial Trajectory Information Sharing and it will be impossible to move towards Trajectory Based Operations.
#Datalink is truly the foundation of A/G communication, and it paves the way for new services that enable TBO, it is truly the highway towards #digital #sky.
I want to stress how the definition of the DLS strategy was not something that we come up with by ourselves, but the outcome of a thorough consultation process, as well as the result of an inclusive engagement of all stakeholders.
This is the only modus operandi that works, and in this case brought to consensus and buy-in around an innovative model
With the establishment of the ACLDS governance, we will have a single Datalink Service Provider for the whole Europe, that we believe that this will make service provision more efficient and reduce the overall costs.
This is a solution that would not only benefit ground stakeholders and the ANSPs, but also the airlines flying in our skies, as it would facilitate the overall #efficiency of the #network .
Finally, I want to stress how the solution that we are #celebrating today can also be a model for the future, to be applied in many other domains: it is a way of bringing together stakeholders, and have them working #AsOne #team in order to meet common objectives." 16:10 – 16:40: Trajectory based OPS
Description In Europe, the rollout of trajectory based operations (TBO) has started. The new TBO flight plan, the eFPL, is already in use in the European network. In the TBO ATC domain, initial CPDLC applications have already been deployed for a few years and their use increases every day, and over one hundred aircraft that were equipped for the SESAR demonstrations routinely downlink the FMS trajectory. Data sharing between ground actors is also on the rise. In the SESAR programme, research is under way into the more advanced TBO features in both the network and ATC domains. The aim of this session is to take a step back, to provide an overview of the concepts that underpin TBO. TBO is an evolution from the old paradigm based on a filed light plan, which cannot be changed, and tactical ATC interventions during the flight. TBO calls for full integration of flight information both in the planning and execution phases in order to create a synchronised view of flight data by all actors involved, based on timely exchange of trajectory data between all concerned actors. The session will also include an update on the joint work between the EUROCONTROL Network Manager, SDM and SJU on the Network 4D Trajectory CONOPS including the ATC-ATC exchanges evolution work in this context and on the latest evolutions related to FF-ICE implementation.

Description AF6 Initial Trajectory Sharing is mandated in the EU CP1 Regulation, that requires the airspace users, ANSPs and NM to downlink and process the ADS-C/EPP data as part of ATS B2, and it can be considered as the first implementation step in Europe to move towards Trajectory Based Operations (TBO). This session will explain the EU Regulatory framework and the deployment approach proposed to the stakeholders through the SDP, it will provide a vision of future ATS B2 applications currently under R&D, it will also detail the work being done under the Operational Excellence Programme to support a harmonised implementation of an ADS-C Common Service, and finally, will show the operational use of EPP and its operational benefits at MUAC airspace, where ADS-C/EPP became operational in May 2022.
